PROBLEM TO BE SOLVED: To provide a sheet ceramic heater and its manufacturing method having endurance capable of always obtaining stable heat generation and radiation. SOLUTION: The flat ceramic heater is provided with a ceramic base material 1 having a main face as a heat radiation face, a resistive heating element 2 located and buried flat in the ceramic base material 1, a power supply terminal 3 with one end connected to the resistance heater element 2 and with the other end conducted to the other main surface side of the ceramic base material, and also, a wire forming the resistance heater element 2 has an elliptical cross- section surface shape.
