PROBLEM TO BE SOLVED: To allow a data communication to be flexibly controlled to be regulated to a communication terminal. SOLUTION: A channel controller comprises a plurality of filters for managing passage or destroying of a previously set packet of the packets sent from the communication terminal 40A to a telephone channel 50 in a filter means 16A of a LAN I/F section 16, and a filter control means 14A of a call control unit 14 for temporarily setting the corresponding filter in the means 16A to a valid state or an invalid state according to a regulation eliminating request from a managing unit connected to the channel controller or a key telephone, thereby eliminating the data communication regulation from the terminal 40A to the packet.
