<p><P>PROBLEM TO BE SOLVED: To heighten the convenience of a site status report in a mobile environment by reducing the use of a keyboard as much as possible in inputting the status data and position data of a report site. <P>SOLUTION: A member taking outdoor behavior such as exercise, survey, investigation, and guard transmits the status of an arbitrary spot (a landslide or the like) with the position data to an information server. The status data is input by a report creating window 19. The time and date, and position of event occurrence, and the name of a reporter are automatically obtained from a system (including GPS). The position may be input by clicking a map window 17. The type of the event and comment are input by clicking in a pull-down menu received from the information server. A desired image file and a voice file may be attached to the report by clicking a file reference button.
