PROBLEM TO BE SOLVED: To provide a remote image monitoring system capable of relieving the load on a transmission network in use. SOLUTION: A multiple band compatible network 400 having a high speed band compatible network 401 and a low speed band compatible network 402 is used, low image quality image data of a monitor object 100 encoded by an image encoding distribution apparatus 303 are ordinarily transmitted to a monitor controller 500 via the low speed band compatible network 402, and when any abnormity is detected, high image quality image data of the monitor object 100 encoded by the image encoding distribution apparatus 303 and abnormity notice information are transmitted to the monitor controller 500 via the high speed band compatible network 401.
