PROBLEM TO BE SOLVED: To provide a failure restoring means capable of more easily performing arbitration management of a use backup path when a failure occurs in a plurality of paths without lowering the use efficiency of preserve capacity.

SOLUTION: The failure restoring means is provided with a failure detection function for each partial path for dividing an active path into the partial path obtained by partially dividing the current path, a function for notifying a node for performing switching management of failure detection results of each of the partial paths, and a function with which the switching management node performs switching on the basis of a detour path predetermined for each partial path. A monitoring end point node of a partial path to be monitored is different from a switching end point node of a backup path.
