PROBLEM TO BE SOLVED: To provide a toilet cover and a Western-style toilet bowl having this toilet cover, for enabling even a sitter to become comfortable, by restraining heat radiation from a heating toilet seat. SOLUTION: This toilet cover 4 is provided with a curtain 5 hanging downward along the outer periphery of the toilet seat 3 from the peripheral edge of the toilet cover 4, when the toilet cover 4 is made to rise up/fall down on the toilet seat 3. The curtain 5 extends up to the rear end vicinity of the other side edge of the toilet cover 4, by entering all the way on the front end side of the toilet cover 4 from the rear end vicinity of one side edge in the lateral direction of the toilet cover 4 in a state of making the toilet cover 4 rise up/fall down on the toilet seat 3 along the peripheral edge of the toilet cover 4.
