PROBLEM TO BE SOLVED: To provide a communication system, a transmitting device, and a receiving device which can conduct a secure and clear two-way data transmission even in a change of communication status. SOLUTION: The transmitting device 1 is connected to the receiving device 2 via a communication medium 3 such as telephone lines or Internet. A detection part 22 detects the communication status between the transmitting device 1 and the receiving device 2 from the received data, and transmits the detected information to a communication status detecting part 14 as a communication status report. The communication status detecting part 14 detects the communication status between the transmitting device 1 and the receiving device 2 from the communication status report, selects data style of data to be transmitted to the receiving device 2, and outputs this indication to a selecting part 13. The selecting part 13 selects data, which is transmitted to the receiving device 2 on the basis of the indication of the communication status detecting part 14, from data input from a processing part 12, and transmits the selected data to the receiving device 2 via a two-way transmitting part 15.
