PROBLEM TO BE SOLVED: To provide a caption program data conversion apparatus capable of broadcasting a caption signal separately synchronously with a video/audio signal in digital broadcasting. SOLUTION: A PCR (program clock reference) filter 31 receiving a transport stream (TS) extracts a program clock reference, and an STC (system time clock) reproduction 32 reproduces an STC. A PTS production 33 produces a time stamp (PTS) for caption display on the basis of the STC. A buffer 34 receives the time stamp. The caption program data conversion apparatus receives NAB data in addition to the TS above. A separation/transmission unit 35 separates the NAB data into caption data and time data, the buffer 34 receives the caption data and a clock 36 receives the time data respectively. The clock 36 starts counting time on the basis of a start signal. The clock 36 compares the time with time data and outputs a trigger to the buffer 34 when they are coincident with each other.
