PROBLEM TO BE SOLVED: To reduce the power consumption of a mobile terminal. SOLUTION: In the mobile communication system, a communication service area is divided into a plurality of cells F1-F4, and base stations BS1-BS4 are provided in the respective cells F1-F4. A mobile terminal Tf can perform communications via any one of base stations BS1-BS4 while moving inside the communication service area. While the mobile terminal Tf is located in the fringe area of one cell F1, the level of the field strength of a radio wave received from the base station BS1 is lowered. Therefore, a response to a location registration request is stopped or reduced, transmitting operation is suppressed and the power consumption can be reduced. COPYRIGHT: (C)2003,JPO
