PROBLEM TO BE SOLVED: To provide a pan and tilt camera with high reliability which hardly has its flexible substrate broken by the pan and tilt driving of an imaging unit. SOLUTION: The pan and tile camera is equipped with the imaging unit 2 which has a CCD sensor 4 and is able to rotate in a panning direction 16 and a tilting direction 14, a circuit board 10, and a flexible substrate 12 having wires electrically connecting the CCD sensor 4 of the imaging unit 2 and the circuit board 10. The flexible substrate 12 has a panning flection part 12P which flexes and moves when the imaging unit 2 rotates for the panning direction 16 and a tilting flection part 12T which flexes and moves when the imaging unit 2 rotates for the tilting direction 14.
