PROBLEM TO BE SOLVED: To change the type of a channel terminating unit irrespective of a network terminating device used by a user even at a station side by allowing the network terminating device having smaller power consumption irrespective of the type of the opposed channel terminating unit by the user. SOLUTION: The network terminating device 3 detects a call originating request from the presence or absence of a current flowing through a resistor R1and informs the channel terminating unit of the request. A voltage between subscriber's lines L1and L2is controlled by the channel terminating unit, and its polarity is detected by opposite polarity and positive polarity detector circuits 32 and 34.
