PROBLEM TO BE SOLVED: To dynamically cope with a processing load which varies by services of a gateway server. SOLUTION: A communication control system has a connection management table storage part 28 which stores a connection management table 28a wherein maximum values of the number of connections are set by the kinds of communication protocols for ISP servers 3a to 3c, a connection number counting part 27 which measures the number of connections with the ISP servers 3a to 3c, a protocol discrimination part 25 which discriminates the kinds of the protocols of the connections with the ISP servers 3a to 3c, a transmission and reception part 23 which sends and receives data to and from the ISP servers 3a to 3c, a connection management table matching part 24 which matches the measurement result of the connection number measurement part 27 against the maximum values of the number of connections according to the decision result of the protocol discrimination part 25, and a connection control part 22 which controls the connections with the ISP servers 3a to 3c according to the matching result of the connection management table matching part.
