PROBLEM TO BE SOLVED: To provide a communication line allocation method or the like in a center station for effectively utilizing bands without adding new bands for an up link from a user station. SOLUTION: Transmitting data are stored, the order of transmissions within a user station group reported from the outside is grasped, and a transmission time per station reported from the outside is grasped. Then, information on up link bands reported from the outside is set to a satellite transmitting/receiving station, the lapse of time is managed from a time point when a starting timing is reported from the outside, and a transmission time allocated to a present station is derived from the lapse of time, the order of transmissions and the transmission time per station. During the transmission time of the present station, the stored data are sent to an allocated satellite channel and when the data are not completely sent within the transmission time, the transmission is stopped to wait until the next transmission time of the present station. Even during the transmission time, when an ending timing is reported from the outside, at such a point, the data transmission is ended. COPYRIGHT: (C)2003,JPO
