PROBLEM TO BE SOLVED: To provide an arbiter apparatus and method therefor enabling arbitration based on priority, when sharing resources with a plurality of clients. SOLUTION: A request signal from each client is subjected to the arbitration after being masked for a time based on a timer value from a host CPU. If the timer value is extended, it becomes disadvantageous to the arbitration, and becomes advantageous to the arbitration when the timer value is shortened. Consequently, priority in the arbitration can be set according to the timer value given by the host CPU. Also, if an effective arbitration is not performed as a result of the arbitration performed at a first round robin circuit, a grant signal from a second round robin circuit is output. Accordingly, it is prevented that a request remains, as the effective arbitration is not performed, when the arbitration is performed by weighting the request signal on the basis of the priority.
