MOVING PICTURE ENCODING METHOD, MOVING PICTURE ENCODER, AND MOVING PICTURE DECODING SYSTEM

PROBLEM TO BE SOLVED: To provide a moving picture encoding method, a moving picture encoder, and moving picture decoding system capable of efficiently multiplexing data even when an access point is provided to the data to be multiplexed. SOLUTION: In the moving picture encoder, a control section calculates an occupied amount of a video buffer and an audio buffer in a moving picture decoder and controls a multiplexer section so as to decrease the occupied amount of encoded audio data in an audio buffer more than the memory size of the audio buffer by the number of frames of the encoded audio data. Thus, it is not required to insert idle packets being dummy data to avoid overflow of the buffers so that deterioration in the encoding efficiency of the moving picture encoder can be avoided.
