<p><P>PROBLEM TO BE SOLVED: To accurately exchange data between clocks in arbitrary frequency and phase relationships. <P>SOLUTION: When it is determined (f) that data outputted by a CLK1 are equal with (p) data outputted by a CLK2p, a data comparing part 79 outputs the COMP signal of H. Besides, when it is determined that the (f) data and the (p) data are not the same data, the COMP signal of L is outputted. A flip- flop N 75 latches the COMP signal outputted from the data comparing part 79 synchronously with the rise edge of a CLK2n and outputs an SEL signal. On the basis of the SEL signal, a data selecting part 80 selects and outputs either the (p) data outputted from a flip-flop P 72 or (n) data outputted from a flip-flop P 74.
