PROBLEM TO BE SOLVED: To provide a DVD recorder capable of automatically skipping a CM part and performing reproduction at the time of recording and reproducing TV broadcasting, in which the relief measure is taken into consideration even in the case of erroneously detecting a CM period in the DVD recorder. SOLUTION: A recording and reproducing device for recording AV signals in a disk-like recording medium comprises: a means for generating CM period identification information from the AV signals; a means for generating CM period identification data on the basis of the CM period identification information; a means for encoding the AV signals and generating compressed signals; a means for recording the compressed signals and the CM period identification data in the recording medium; a means for reproducing the compressed signals and the CM period identification data; a means for decoding the compressed signals and generating reproducing signals; and a means capable of controlling the reproducing means or the decoding means so as to perform special reproduction on the basis of the CM period identification data. An encoding processing is performed on the basis of the MPEG2 standard and the CM period identification data are recorded in VOBI. COPYRIGHT: (C)2003,JPO
