PROBLEM TO BE SOLVED: To enable network-wide split application of matters by an ignition type model in which service receivers search service-chip suppliers.

SOLUTION: When a service coordinator 3 (mediation network providing semantic information) receives a request for process searching from a service receiver 2 (process requesting terminal), process requesting contents are allocated to service-chip suppliers 1 depending on present information of service-chip suppliers 1 (processing terminals) and the process requesting contents. Then the service receiver 2 can find a fitting service-chip supplier 1 to receive a wished processing service. Also, a service assistant 4 (program providing terminal) provides a processing program as a substantive service to the service-chip supplier 1 if needed. Therefore, the service receiver 2 can request a process without wondering if the service-ship supplier 1 has a substantive service or not.
