PROBLEM TO BE SOLVED: To prevent disorder of packet data received by a mobile terminal at handover.

SOLUTION: A communication system has the mobile terminal 100, a plurality of gateways 130 and 132 connected to the mobile terminal 100, and a communication terminal device 134 connected to each of the gateways. The mobile terminal 100 determines a prescribed gateway between the plurality of gateways as a fixed relay router for always performing relay transmission in packet data transmission from the communication terminal device 134 to the mobile terminal 100. Even when the mobile terminal 100 is moved to change a communication path to the mobile terminal 100, the packet data transmission is performed via the fixed relay router.
