METHOD AND DEVICE FOR BAND MANAGEMENT

PROBLEM TO BE SOLVED: To perform reception processing to a service request by each QoS class.

SOLUTION: The maximum allocatable bands and the residual bands of each link are managed as link band information, and the connection relation of a network is managed as network constitution information. When receiving a service request including information on communication to the ground, a QoS class and a band, the presence and absence of a route meeting the request is retrieved from service request information and hand management information of the requested QoS class of a link on a retrieval route among communication to the ground.
