A controlling device 10 having programming which ensures an appliance 12 will be placed into a desired power state. The controlling device 10 transmits a query message to a power monitor 14 associated with the appliance 12 to obtain the current power state of the appliance 12. If the current power state does not correspond to the desired power state, the controlling device 10 transmits a command to the appliance 12 to effect a change in the current power state of the appliance 12.
