<P>PROBLEM TO BE SOLVED: To obtain a mobile communication terminal in which power consumption can be reduced while sustaining a good communication quality. <P>SOLUTION: An effective cell deciding section 4 makes a decision whether a detected cell is an effective cell connecting a mobile station with a radio link or not based on a received signal, and informs the decision results to a decision conditions controlling section 5 every time when a decision is made. Based on the decision results, the decision conditions control section 5 determines a time when the detected cells are decided to be effective continuously and identifies the moving state of the mobile station depending on the continuously effective decision time.
