PROBLEM TO BE SOLVED: To uniformize transaction processing time for a transaction processing request by any terminal device. SOLUTION: A computer 10 has a load distribution part 13 for setting higher priority for transaction processing parts 141to 14mas load gets lowers, based on load information of the transaction processing parts 141to 14mand an execution priority information for a transaction processing request, and setting higher priority for the transaction processing parts 141to 14mas the execution priority gets higher when loads on the transaction processing parts 141to 14mare same. The computer 10 also has a transaction processing request window part 12 for transmitting the transaction processing requests to the transaction processing parts 141to 14mseparately in descending order of priority.
