<P>PROBLEM TO BE SOLVED: To eliminate needs of users to visit a rental video shop every time when renting and returning video movies, and paying delinquent charge when forgetting to return them within a set period, and needs of traders to pay opera tion costs (personnel costs, management costs, etc.), and form service schedules, etc. <P>SOLUTION: When contents of an order from a user is sent to a trader, a rental control device 1 conducts a certification process. When certification is given, an applicable video movie is searched for, if it is rentable or not is determined, and when it is rentable, description of the order is sent. The user checks the description of the order, and sends confirmation for distribution. The rental control device 1 determines if the time is within a viewable period or not, and when it is within the period, it extracts all the moving image data of the applicable video movie from a library 2 to be modulated into a transmission form to be sent to the user.
