PROBLEM TO BE SOLVED: To provide a novel high polymer solid electrolyte capable of reducing methanol crossover and achieving a high output to provide a manufacturing method therefor and a high performance, solid high polymer type fuel cell by use of the electrolyte.

SOLUTION: This high polymer solid electrolyte is constituted in such a way that polymer having an anionic group and a three-dimensional crosslinked body containing elements other than carbon have an inside penetration high polymer network structure.
