PROBLEM TO BE SOLVED: To provide a flat heater element which can freely set the size or shape of the heating size, is cheap, has good waterproofing, dampproofing, and endurance, and also, is thin, flexible and can be used three dimensionally. SOLUTION: A bare nichrome wire 10 processed in a shape of a user's desire, is placed on an adhesive layer 20 made of an insulation material. This adhesive layer 20 and the bare nichrome wire 10 are placed inside two multilayer complex films 30, 40 with their peripheral part heated and sealed. A conductive band 50 is set on the adhesive layer 20, an end part of a wire 70 connected to a power supply and an end part of the bare nichrome wire 10 are fixed at different places on the conductive band 50 with solder 60 respectively. 71 in the figure is an epoxy resin.
