PROBLEM TO BE SOLVED: To provide an electronic watermark insertion method and a device therefor. SOLUTION: The device comprises an input means 1 of inputting digital image data, an error correcting means 10 of inputting an accumulated error and outputting a correction error, an input correcting means 2 of inputting input image data and the correction error and outputting corrected image data, a quantum measuring means 4 of inputting the corrected image data and outputting a quantum error level, a quantum error selecting means 5 of inputting the quantum error level and outputting a quantum error, an error arithmetic means 6 of inputting the quantum error, corrected image data, and watermark information and outputting an error of interest, an error distributing means 7 of inputting the error of interest and outputting a distribution error, an error storage means 8 of inputting the distribution error and accumulated error and outputting a new accumulated error, a storage means 9 of storing the accumulated error, and an output means 3 of inputting the corrected image data and outputting output image data.
