PROBLEM TO BE SOLVED: To improve the decision precision of a modulation system and the decision precision of an encoding system. SOLUTION: A counterrotating part 101 rotates the phase of a received symbol in the opposite direction of the rotating direction on a transmission side by respective phase rotation quantities corresponding to a plurality of modulation systems that the transmission side possibly uses. A symbol decision part 102 decides known symbols, one by one, in a training sequence section (known signal section). An error calculation part 103 calculates the error of the decision making. A selection part 104 selects a known symbol whose error is smaller than a specified value among the decided known symbols. A matching part 105 collates the selected known symbols with respective specified known symbol series corresponding to a plurality of modulation systems that the transmission side possibly uses, and a modulation system decision part 107 decides a modulation system that the transmission side uses according to the collation result.
