Disclosed herein is an apparatus and method for multiplexing Transport Streams (TSs) using a padding remotion scheme. The apparatus includes a virtual packetizer and a Discrete Cosine Transform (DCT) controller. The virtual packetizer generates a virtual Packetized Elementary Stream (PES) on the basis of an Elementary Stream (ES) generated as a result of the encoding of video data, generates virtual TSs on the basis of the virtual PES, acquires padding information corresponding to overhead included in the virtual TSs, and generates an ES increasing/decreasing command so as to remove padding corresponding to the overhead. The DCT controller predicts a bit length with reference to the ES generated as a result of the encoding and the ES increasing/decreasing command, selects a region a bit length of which is to be adjusted, and generates bits corresponding to the predicted bit length in the corresponding region, thereby generating a last ES. |
