PROBLEM TO BE SOLVED: To provide a developing device and an image forming apparatus taking measures to prevent toner scattering by clarifying the mechanism of the occurrence of toner scattering by visualizing and analyzing a process to develop image with toner. SOLUTION: The developing unit 1 is equipped with two shielding plates 11 and 12 for preventing the toner scattering in the vicinity of a developing sleeve 5. Both the plates 11 and 12 have two-layer structure, and their sides on the inside of the unit 1 are constituted of conductive members 11a and 12a, and their sides on the outside of the unit 1 are constituted of insulating members 11b and 12b. The plates 11 and 12 are placed one by one on the upstream side and on the downstream side from a developing nip. Then, voltage having the same polarity as the toner is applied to the plate 11 on the upstream side from the nip and voltage having a reverse polarity to the toner is applied to the plate 12 on the downstream side from the nip, thereby, free toner is prevented from scattering to the periphery while making a part where developer is exposed as small as possible.
