PROBLEM TO BE SOLVED: To reduce an installation cost by cutting down the number of valves and the number of working processes, and to easily carry out passage switching operation with less manpower. SOLUTION: A bypass pipe 4 forming a bypass passage is connected to the half way part of a water service pipe 1 so as to have communication with each other. An electricity generating unit 5 to generate electricity by water current is attached to the halfway part of the bypass pipe 4, and a three way valve V1 freely switching its operation to a first - third operating condition is interposed at the branch spot of the water service pipe 1 and the bypass pipe 4.
