PROBLEM TO BE SOLVED: To control a deterioration in driving feeling for occupants by changing a changing speed of a target rotation speed according to a case whether a change of external load conditions is due to operation of occupants or not. SOLUTION: This device is provided with an external load determination means 8 determining in the change of the external load conditions is due to operation of the occupants or not, and a target rotation speed changing speed correction means 10b increasing a designated changing rate of a target rotation speed establishing means 10a when it is determined by the external load determination means 8 that the external load condition change is due to occupants' operation as compared to when it is determined that the external load condition change is not due to occupants' operation. Accordingly, when the external load condition change due to occupants' operation is determined, the target rotation speed is quickly changed and when the external load condition change not due to occupants' operation is determined, the target rotation speed is slowly changed.
