PROBLEM TO BE SOLVED: To provide a toner and a method for forming image by which decrease in the charge amount in a high temperature and high humidity environment is prevented, an excellent image with preferable granularity without fog can be obtained even when the charge amount of a carrier is low, and high transfer efficiency is obtained. SOLUTION: The electrostatic latent image developing toner comprising at least a binder resin, a colorant and a charge controlling agent is characterized in that the charge controlling agent comprises a chromium complex compound expressed by formula 1, and in the X-ray diffraction of the charge controlling agent by the CuKαcharacteristic X-rays at 5°to 30°of the measurement angle 2θ, the main peak of the Bragg angle 2θis present at 8.6°±0.3°, the X-ray intensity is in the range from 8,000 to 15,000 cPs at a 0.5 to 4°/min scanning rate. In formula 1, X represents hydrogen atom, a lower alkyl group, nitro group, a halogen atom or the like, A<SP>+</SP>is a hydrogen ion, sodium ion, potassium ion, ammonium ion or aliphatic ammonium ion.
