PROBLEM TO BE SOLVED: To make an aggregate dewatered cake, a dam material dewatered cake, and the like formed during dam construction harmless for giving a soil improving effect. SOLUTION: A dewatered cake porous sintered body, an aggregate dewatered cake X zeolite, the dam material dewatered cake Ca type X zeolite, and cut tree chip charcoal are mixed and kneaded at a volume ratio of 10-40:10-20:10-20:10-40. Then, a cut tree compost is mixed to this mixture at a volume ratio of 50-70:30-50. To this mixture, an aggregate dewatered cake stabilizer is mixed at a weight ratio of 100:3-6 for preparing a matrix material, to which desired seeds, a fertilizer, and water are mixed and kneaded.
