PROBLEM TO BE SOLVED: To instantaneously and continuously counting microphytoplanktons in low-turbidity test water. SOLUTION: The test water is passed at a predetermined quantity of flow from an entrance 11 (in) of a measuring cell 11. Letting that one turbidity matter in the test water flowing through the measuring cell 11 is PM1, the turbidity matter PM1 interrupts a laser beam emitted from a particle counter light source 12a when the turbidity matter PM1 reaches a location A of particulate detection. At this time, particle diameters are determined from the shadow of the turbidity matter PM1 by a particle counter sensor 12b. Continuously, the turbidity matter PM1 flowing through the measuring cell 11 reaches a location B of fluorescence detection after a lapse of time (t). The turbidity matter PM1 receives irradiation with exciting light from a fluorophotometer light source 13a here. In the case that the turbidity matter PM1 has chlorophylls, the turbidity matter PM1 emits fluorescent beams.
