PROBLEM TO BE SOLVED: To relieve user's dissatisfaction caused by an increase of confirmation sentences and answer sentences outputted to a user in the case of erroneous recognition. SOLUTION: Provided are a means 40 of generating all of an instantaneous answer type interaction procedure of answering according to inquiry contents currently having been approved without confirmation, a confirmation type interaction procedure of requesting confirmation of the inquiry contents and answering according to the inquiry contents having been approved, and a confirmation necessity search type interaction procedure of answering on the assumption that the inquiry contents are correct and carrying out the confirmation type interaction procedure when a denial sentence is inputted from the user and a means 10 of calculating the interaction costs of the respective interaction procedures; when the confirmation necessity search type interaction procedure gives the least interaction cost, interaction is advanced according to the confirmation necessity search type interaction procedure.
