PROBLEM TO BE SOLVED: To provide a refining agent for steelmaking, which effectively gives heat to or reduces slag without contaminating a molten metal such as a molten pig iron or a molten steel, and to provide a steelmaking method. SOLUTION: This steelmaking method is characterized by charging a compact obtained by means of extruding a mixture of a plastic mainly consisting of carbon and hydrogen and a material containing a metal or a metallic oxide, into a refining vessel as the refining agent for steelmaking, during refining in a steelmaking refining process. In addition, the method is characterized by charging the above refining agent for steelmaking into the vessel, after a rate- determining step of a decarbonization reaction has changed to a carbon transfer step from an oxygen feeding step, during decarbonization refining for molten pig iron, to reduce the slag. In the above method, a blending amount of the plastic in the compact is 50 mass% or more: mill scale, iron ore, steelmaking dust, Mn ore, Cr ore, Ni ore, or the like, are used for the metallic oxide; density of the compact is 1,100 kg/m<SP>3</SP>or higher; a shape of the compact is a column or rectangular column; and weight or one compact is 20 g or heavier, to efficiently perform thermal addition reaction and reductive reaction.
