PROBLEM TO BE SOLVED: To take safety in a nuclear power plant into consideration. SOLUTION: As countermeasures against unexpected accidents in a nuclear power plant, namely neutrons, the entire atomic reactor of nuclear power plants is buried underground (1), is constructed below the surface (2), or is constructed by covering with a thick concrete (3), while being shielded from the outside (fresh air) (= sealed state).
