PROBLEM TO BE SOLVED: To provide a base for external use, stable even when alcohol or the like is added thereto, having good sense of use, and containing a nonionic polymer having little interaction with principal agent as a main component. SOLUTION: The base for external use contains a cellulose ether with a low substitution degree, having 0.05-1.0 molar substitution degree with an alkyl group and/or a hydroxyalkyl group. The cellulose ether with the low substitution degree is homogeneously dispersed as particles in a swelled state. The method for producing the base for external use involves a step for swelling and dispersing the cellulose ether with the low substitution degree of 0.05-1.0 molar substitution degree in water by shearing and grinding. In another aspect, the method for producing the base for external use comprises a step for dissolving the cellulose ether with the low substitution degree of 0.05-1.0 molar substitution degree in an alkaline aqueous solution, and a step for shearing and grinding the obtained solution while or after neutralizing the solution by adding an acid.
