<P>PROBLEM TO BE SOLVED: To provide an inexpensive roller capable of satisfactorily securing toner releasability and also attaining a soft contact of a release layer. <P>SOLUTION: As for the roller 1 where an elastic layer 3 is formed on the outer periphery of a core bar 2 and the release layer 4 is formed on the outer periphery of the elastic layer 3, the release layer 4 is formed of a fluororesin sleeve 4a, and is tightly held on the outer periphery of the elastic layer 3 by the tensile force of the fluororesin sleeve 4a itself.
