PROBLEM TO BE SOLVED: To completely stop the water by sandbags, to prevent the leakage of the water to the sand in the sandbag, and to recycle the sand. SOLUTION: Margin parts a, b, c, d are formed on six faces of a rectangular parallelepiped case 10 in a state of being outwardly directed. All of the margin parts a, b, c, d of the faces 1-6 are respectively expandable. An opening part 7 is formed by superposing a face material on an upper face 1. The face material of each face is a water-proof material. When the refuse from road and river flows in accompany with overflow stream in flooding and the like, the margin parts a, b, c, d of the faces 1, 2, 3, 4, 5, 6 of the stacked bags for sandbags are omnidirectionally expanded. Whereby the margin parts a, b, c, d of the faces 1, 2, 3, 4, 5, 6 act as check valves, the refuse flowing in accompany with overflow stream are held back, and the closure between the sandbags is completed.
