PROBLEM TO BE SOLVED: To provide a surface-treating composition capable of imparting good antifouling properties to the surface of an inorganic material such as a metal, a glass and a ceramic, and to provide a surface-treating method. SOLUTION: The surface-treating composition for treating the surface of the inorganic material contains a fluorine-containing oligomer represented by formula (1) (wherein, RF is a group containing a fluoroalkyl group; R<SP>1</SP>is a monovalent organic group; x is an integer of 1-100; and y is an integer of 1-100), a polyfunctional alkoxysilane and a solvent dissolving the fluorine-containing oligomer and the polyfunctional alkoxysilane. The surface-treating method comprises a step for coating the surface-treating composition on the surface of the inorganic material, and a step for heating the coated film of the surface- treating composition.
