Provided is a device for controlling a cluster of a control moment gyroscope mounted to control a posture of a flight vehicle. The device for controlling a cluster of a control moment gyroscope includes: a torque generation unit generating a torque signal to control the posture of the flight vehicle using an angular speed of a gimbal motor and angular momentum in accordance with wheel rotation of at least a control moment gyroscope forming the cluster of the control moment gyroscope; and a control unit applying a control loop including a dither control signal and a zero motion control signal to the angular speed of the gimbal motor.
