<P>PROBLEM TO BE SOLVED: To provide a voltage applying device in which a contact state is excellently kept for a long term even when a contact point member is worn by slidable contact with a rotary shaft. <P>SOLUTION: The voltage applying device applies voltage to a rotary body which is made of a conductive material, and includes the rotary shaft supported so as to be freely rotatable. The device includes: the contact point member which is made of the conductive material and has a fitting hole to be fitted to the rotary shaft; and an elastic support member which supports the contact point member and is made of the conductive material. The contact point member is supported by the elastic support member so that the axial line of the fitting hole forms a prescribed angle with the axial line of the rotary shaft.
