PROBLEM TO BE SOLVED: To provide a seal device which reduces leakage from a sealing part without causing rubbing, and has high performance, high safety and high reliability, by safely realizing a substantial increase in the number of rows of seal fins applicable to steam turbines without causing adverse effects such as rubbing, which is impossible in a conventional way. SOLUTION: The pitch of long seal fins 9 of a labyrinth attached to a stationary body is set to the dimensions equal to or less than a variation in an axial elongation difference of a rotor, and the seal fins are closely arranged. The labyrinth attached to the stationary body is set movable in the radial direction. In starting and stopping a turbo machine, a protruding part 6 of the rotor and the tip of the long seal fin 9 of the labyrinth on the stationary body side have a clearance in the radial direction. In a high load operation of the turbo machine, the protruding part 6 on the rotor side and the tip of the long seal fin 9 of the labyrinth of the stationary body are constructed to form an overlapped part in the radial direction when viewed from a rotor axial direction.
