PROBLEM TO BE SOLVED: To provide a compact optical wavelength multiplexer/demultiplexer which is easily manufactured and in which the number of necessary substrates is minimized and to provide a method of manufacturing the optical wavelength multiplexer/demultiplexer. SOLUTION: In the wavelength multiplexer/demultiplexer 1 having a function by which a certain wavelength band of incident light L is demultiplexed and divided into a plurality of wavelength bands from (a) through (h), and, on the contrary, a function by which respective divided wavelength bands from (a) through (h) are multiplexed, several kinds of photonic crystals from (3a) through (g) of a period modulation type in which the lattice constant is spatially varying two dimensionally or three dimensionally are formed on substrates 2A and 2B, incident light L is made incident on the photonic crystals from (3a) through (g) from a direction which is not perpendicular to the normal line of the surface of the substrate.
