PROBLEM TO BE SOLVED: To improve sprouting efficiency of a seed while preventing runoff of a bed material such as soil for planting. SOLUTION: As the plant cultivating bed material, a planting sandbag D prepared by filling a bag main body including plant seeds with soil is housed in a housing part. Then, soil is placed over the planting sandbag D, and an upper side of the placed soil is covered with a soil runoff prevention material C allowing passage of plants. COPYRIGHT: (C)2003,JPO
