PROBLEM TO BE SOLVED: To provide an ultraviolet-shielding material safe even when the material is brought into contact with a human body, and having excellent handleability. SOLUTION: The ultraviolet-shielding material in a fine particle shape has a structure in which one or several fine particles of an ultraviolet-absorbing material comprising cerium oxide and/or titanium oxide are included in the inside of a fine particle comprising silica and having 20-100 nm particle diameter.
