PROBLEM TO BE SOLVED: To improve the safety of cargo handling work by locking the pallet when detecting the pallet by a sensor, raising a fork to some extent, and preventing an operator from forgetting the locking of a pallet. SOLUTION: The fork is inserted into the pallet, the pallet sensor detects the pallets (step S2), and the operator pushes a lift raising switch for raising a driver stand, namely, the fork (step S3). A pulse counter provided in a hydraulic motor, or a drive part for raising the fork, counts the rotation speed of the hydraulic motor (step S5), and when it reaches a present rotation speed (pulse number), it is determined that the fork is raised to a prescribed height or more, and a lock bar is driven to lock the pallet.
