PROBLEM TO BE SOLVED: To reduce a thermal load of a motor by releasing the braking heat to the outside of a motor circuit. SOLUTION: In the device, the oil in a tank is supplied to the motor circuit via an anti-cavitation check valve 30 while the oil discharged from a hydraulic traveling motor 12 is returned to the tank T via overload relief valves 25 and 26 in the traveling at the reduced speed.
